The article deals with the role of small innovative enterprise in the process of innovation economy building in the European Union. Considered in general are a list of measures necessary for the development of small enterprise and especially of small innovative enterprises and their short description made by the European Union prior to the working out of the Lisbon Strategy and thereafter. Examples of the functioning of institutional structures of individual countries in the intellectual property commercialization and their public support are given. Significance of the scientific and technical research results and intellectual property transfer for the development of international economic relations is evaluated. The effective criteria of defining small enterprise and a small innovative enterprise in the European Union, and the necessity of the establishment of a common market and economic area for a competitive future of Europe as a means of adequate creative response to economic changes are given.
