Liberal democracy as the most efficient today form of country management is widely recognized in the world. At the same time, countries being at the same level of democracy may differ in terms of the population wellbeing. “Good management”, which yields the end results, in addition to a political system is also dependent on the quality of management. It is quite understandable that knowledge, which is necessary for ensuring a democratic country management and sustainable development, far exceeds the total/summary knowledge of people directly engaged in decision-making institutions. The quality decision-making under the present-day conditions (especially on the long-term strategy matters), when the states are strongly influenced by the internal and external factors, is impossible without a scientific expertise. This can be ensured only by the well-organized government scientific research system, which functions on a regular basis and encompasses humanities, as well as natural science and sectoral disciplines. This article is dedicated to the practice of interrelation of the government and the research system (and broadly of the national innovation system). It demonstrates how the relationship between the State and the knowledge developed, what it is today, and how the Georgian management practice differs from that of advanced countries. Also discussed is the opportunity of using the EaP programme for improvement the local country management.
